I'm not totally agree with your deductions.

as I sad, it
is the only "bad & strange event" of the last days.
but:

the "Today
scope bug" (let me call it so, don't be scared about) happens
**recalling the Today scope** (by Unity Ubuntu logo, or the floating
Today window (if the all open app view is active) as well, and in both
this events, the screen remain with the today scope visualized (showed)
and no other activity is possible on the device.

the last noticed "bug"
shows a totally white screen, coming, it seems, form a "transition
limbo" (a software environment, not the dance :-) ) from the Today scope
(that was on the screen before) and the Telegram one (that is trying to
come, but it hangs-on in a unknown way.)

they are two different
behaviours.

Perhaps my emotional involving in being part of a
developing project brought me to notice you also a mosquito landing on
the screen..... thinking it could be useful to solve the issue. 
 Please
