After talking with the Debian Maintainer, and looking at the policy for what should be done with daemons, I'm closing this bug.
Daemons should only be stopped (and restarted) when upgrading/installing/removing when they are system daemons. However, trackerd runs under your user. So this would be like killing firefox if you remove it (and that doesn't happen).
