See bug #61850, which is still valid, its status notwithstanding. Next September it will be *ten years* that this problem has been ongoing.
Currently the kexi-postgresql-driver only builds for LTS releases: it is currently present in 12.04 and 14.04. Basically non-LTS-only users can use Kexi with PostgreSQL six months every two years.
