As of Ubuntu 15.10, a get-around is this:

sudo systemctl stop cups && sudo sed --in-place '/Reason media-empty-
warning/d' /etc/cups/printers.conf; sudo systemctl start cups

Check the status:
$ system-config-printer
double-click your printer
in left pane, select Ink/Toner Levels
Under Status Messages either (bad):
- Printer 'xyz' is out of paper.
or (good):
There are no status messages for this printer.
