This bug does occur when you have large number of players in the game,
but i find that the chances are much higher if you begin to do something
which "changes the strategy" in some way (moving into the new territory,
etc).

I'm attaching the saved game which causes this bug every time within a
fraction of a second, with the hope that it will help to resolve the
issue.
