To use something which we actually support in a non-best effort basis, you'd have to use Ubuntu 14.04.
The LXC in Ubuntu 12.04 was 0.7.5 and cgmanager doesn't exist in the supported Ubuntu 12.04. As LXC in Ubuntu 12.04 wasn't in main, it's also not really supported anymore. We do provide those auto-generated PPAs as a courtesy but bugs found in those aren't treated as Ubuntu bugs and so typically only get fixed when they also affect the official Ubuntu packages inside the Ubuntu archive.
