Hi Ken! This is not a bug in debootstrap but just an issue with the sh4 repository on ftp.debian-ports.org.
Also, Ubuntu Launchpad is the wrong place to file this bug report as Ubuntu doesn't support architectures from Debian Ports at all. Such bug reports belong to Debian, if at all, since it's not really a bug. Currently, debootstrapping sh4 works, with a few limitations.
