Public bug reported: u-d-f downloads tarballs from the system image server as they finished downloading (http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/wily /goget-ubuntu-touch/wily/view/head:/ubuntu-device-flash/snappy.go#L485) - this is bad as the resulting image is quite unpredictable as it is undefined what tarball is extracted first.
