Public bug reported:

Fresh setup of Ubuntu 15.10 desktop. Select location as Kuala Lumpur.
Select English as the language. When the setup is complete, click the
time icon and be shocked to see the locale that is set is for Malay
(basically you see the days refereed to as Jumaat instead of Friday).

To fix, you need to go to Language Support -> Regional Formats and then
see that Malay (macrolanguage) is set. This needs to then be changed to
English (United States).

Regional format for selection of Kuala Lumpur as a location should be
English as default, not Malay (macrolanguage) unless the language is
set. This provides an inconsistent behaviour for Ubuntu where the
interface is generally in English and some parts of it are in Malay.

This is only then fixed by logging out of user session and logging back
in.

I hope the right defaults are chosen next time.
