Public bug reported:

This has started with Plasma 5.4 in Kubuntu 15.10

I have an autohide panel, whose lenght is less than the screen side
length and that contains a spacer. It has 2 issues:

- First issue: whenever something happens on screen (a new window, a
plasma notification, etc.) the panel appears while it should not. In
this case, the panel appears and does not rehide automatically. To hide
the panel you need to pass the mouse over it.

- Second issue. When the panel appears, it often appears with the wrong
size (i.e. spacer is maximized) and then flashes back to the correct
side.

While this is somehow disturbing, given that KDE Plasma 5, even at 5.4
has much more important regressions wrt Plasma 4 that make it hardly
usable, please prioritize them.
