The low signal reading is actually a known problem with the madwifi drivers (used for the atheros chips). Madwifi reports their signal can go all the way up to 94, when in reality it goes up to (something like) 60. This is "fixed" in the gnome-network-preferences tool, which adjusts the readings from madwifi. The problem is that network-manager does not incorporate the same "fix", so the result is that you cannot trust its signal strength indicator.
