I forgot to mention that I do have one 15.10 Xubuntu install on a Dell
M731 laptop and the power management on that works fine, including sleep
when closing the lid.

I'm thinking that there is some package/setting that gets installed that
breaks it which is why I mentioned the GNOME power manager being
installed on my desktop installs.
