Public bug reported:

What I did:
Settings -> Accessibility -> Assistive Technologies -> Enable assistive
technologies

What I expected:
Assistive technologies work

What I got:
No assistive technologies are there.
The text "Assistive technologies will be available the next time you login" is
display within the settings dialog, but this is wrong.
Neither logging off nor rebooting activate the settings.

Checking the installed packages reveals that "gnome-orca" is not
installed.
