I downloaded the source package from the proposed queue and tested it, and it fixes the problem on my system. I am not sure if there are unintended side effects though. The long wait for plasmashell to finish loading was quite annoying. Thanks for the fix. It seems like this problem or similar ones keep coming back, where some startup process uses blocking calls and it slows the whole startup.
