I had this problem in Vivid, but did not think to check for bug reports. Now I have upgraded to Wily on two laptops and subsequently created startup pen drives a total of 10+ times, using 4 different physical pen drives. None of these have worked on either of the two laptops. Both laptops are hp ProBooks. The error message is invariably the same:
