It seems that this problem is solved. 
radoe in #ubuntu-de gave me a hint.
I removed the assertion of [Ubuntu 7.10_Gutsy Gibbon_ - Alpha i386 (20070809)] 
/ gutsy main restricted] in Synaptic > Einstellungen > Paketquellen > 
Software-Quellen > Software von Drittanbietern.
Today Update Manager offered me to update two DEB program packages, and for the 
first time in a long sequence Update Manager did not mention 'dpkg-dev' to be 
upgraded.
