Yes, this is indeed a duplicate of bug 1447654, and the first attempt at fixing that was not sufficient. policykit-1 did get installed as per the log in the description. I have a gut feeling that this is related to https://github.com/systemd/systemd/issues/1505, as a recent fix for state notification has made this bug a lot more common and obvious . I've already spent days on this, but this needs some more work.
