I see that jtreg version 4.1-b09-1 is available in Ubuntu 15.04 and an
even newer version in Ubuntu Wily, so I believe this issue can be marked
fix released.

You may have found this out in the meantime, but anyways: the Debian bug
tracker revolves around email. In order to report a bug, you can send an
email to sub...@bugs.debian.org and any additonal comments or follow-ups
can be sent to bugnum...@bugs.debian.org. Typically you need to list the
name and version of the package you are reporting a bug against, but
other than that, it's like most other email messages. See
http://www.debian.org/Bugs/Reporting for more information. Hope this
