Public bug reported:

When installing Ubuntu Server 15.04 on an HP Pavilion 15-f039wv laptop,
I explicitly select the English Dvorak keyboard layout early in the
install process, but that selection is not effective until part way
through the "Installing the System" step.  Until then, the install
appears to use a regular US Qwerty layout.

The Qwerty layout is used for things like entering a host name, a user
name, and user password and while doing disk partitioning.  The deferred
use of the Dvorak keyboard layout also effects my use of a secondary
console, for example after pressing Ctl-Alt-F2 and then hitting enter.
Also there, the keyboard layout changes part way through the "Installing
the System" step.

Otherwise, the installation nominally successful and the installed
system uses the Dvorak keyboard layout.

When I install Ubuntu Server 14.04.3, the selection of the Dvorak
keyboard layout takes effect immediately for the rest of the
installation.  As I recall, that has been the case for other earlier
versions of Ubuntu.
