Yes that fixes the problem for me too. You don't need to reboot. Here's
what I did:

/etc/init.d/bluetooth stop
vim /var/liib/bluetooth/*/config   (Changed mode off to mode discoverable)
/etc/init.d/bluetooth start

My mouse and keyboard then magically connected!
