Public bug reported:

It acts more like a gui version of ar -t or ar -x respectfully.
Test case:
right click on a .deb file > Open with archive manager
What is displayed is seen in first attached screenshot.
What has always previously been displayed is seen in 2nd attached screenshot

This same behavior exists if one goes - r. click on a .deb > Extract
here, only extracts 1 level plus the metadata? file.
