Could you try opening http://geoip.ubuntu.com/lookup in a web browser,
and attaching here what it returns? Just please make sure to remove any
information you deem too private (I really don't need the city, lat/lon
coordinates, postal code or your IP), with at least keeping the country
code and the detected timezone (even if it's empty).

I still haven't been able to reproduce this, and looking at ubiquity and
tzsetup I haven't noticed something wrong yet -- knowing one time zone
on which it can definitely be reproduced would be good.
