Public bug reported:
If the Unity 8 mode was previously toggled between 'Staged' and
'Windowed' using gsettings or an app like TweakGeek, it will not
automatically switch when a mouse is connected.
Manual fix:
gsettings set com.canonical.Unity8 usage-mode 'Automatic'
