I speak three languages and live in Quebec where english and french co- exist with many other languages.
I often suggest using this keyboard layout to cover all possible combination of accents, the ñ, ç, etc. This problem sure gets in the way of easy adoption of this keyboard layout, as such I would consider it a serious usability bug.
