Happens reproducable on my BQ Aquaris 4.5 with Ubuntu 15.04 (r25). I have updated today (04.09.2015) but despite of the release Notes (https://wiki.ubuntu.com/Touch/ReleaseNotes/OTA-6) saying that contacts can now be imported, it does not work. :-(
