To reproduce run ubuntu mate welcome click on software and then click on
games. Then click hide proprietary software to check the box and then
uncheck the box and steam displays twice.

I expected checking a box to hide proprietary actions and unchecking it
to have no changed state other than when the box was checked. Instead I
