@Filipus: You might notice that Martin is a KDE developer, is working on this issue, and furthermore he is the _only_ KDE developer that is working on this issue. Thus, he is "the developer working on this issue".
You are correct in the sense that anybody is welcome to contribute code for consideration to be included in KDE, thus if you would prefer that somebody else become "the developer working on this issue" then please convince them, or yourself, to do so. Until then, Martin remains "the developer working on this issue".
