HI, I installed the hot spot in two found ways but in settings there is
no row of Hotspot:

1.-
citrain device-upgrade  46 0000

where 0000 is your device's pin or password and 46 is the silo number.

2.-
add-apt-repository ppa:ci-train-ppa-service/landing-046
vi /etc/apt/preferences.d/silo.pref
inside:
Package: *
Pin: release o=LP-PPA-ci-train-ppa-service-landing-046
Pin-Priority: 1002

apt-get update
apt-get install indicator-network qml-module-ubuntu-connectivity \
  libconnectivity-qt1 ubuntu-system-settings \
  libsystemsettings1

Suggestion: I have Meizu mx4, and there is 4G row on settings, may be
the trouble is that layout have fixed heigh, I don't know.
