After discussion with Femma, I've tweaked the spec so that on first
setup, the text "Starting the hotspot will turn on Wi-Fi." is inside the
"Set Up Hotspot" dialog, instead of being in a dialog by itself. That
way you'll get one dialog rather than two, and you won't end up with Wi-
Fi left turned on merely because you started setting up a hotspot but
cancelled it. "Starting the hotspot will turn on Wi-Fi." still does need
to be in a dialog by itself when turning on a hotspot that is already
configured.
