Unfortunately a tap too close to the edge seems to be detected as a
swipe gesture.

I did manage to activate the links on the example page provided in the
description after a few attempts, although I must admit I had a hard
time achieving it.

Even though this is not a proper fix, one way around the problem is to
pinch on the page to zoom in, thus making the links larger, and then
scroll to the bottom to tap them.
