Although that Bugzilla item #1184488 indicates that small key size < 1023 bits is the issue, I have now confirmed that the mail server I am using has 2048 bit key. (I did this check using the command from https://bugzilla.mozilla.org/show_bug.cgi?id=1187297#c4 )
