I have no observed this on vivid+overlay, but I have been on wily+silo 038 recently and on a walk back from town I observed the 'random' increases of volume for short periods of time at the start of a new track.
However I don't think this was related to notifications, as mobile data is broken on wily, and the wifi was not connected (but it was scanning for new hotspots constantly with buses going past that it could have connected to). As it appears to happen when a few seconds into a new song I feel it could be related to when the usermetrics are incremented (when >5s into a song).
