Would it be good enough if the Suggests for python3{,.4}-venv were turned into
a Recommends?  Then most people would get it but you could use apt-get's
--no-install-recommends if you really didn't want it.  (Of course, today you
can use --install-suggests but as that's not the default, most people won't
get it.)
