Public bug reported:

On every release upgrade (and in vivid vervet on a normal? upgrade the
update-manager want to install the ubuntu-minimal package. This package
depends on rsyslog without depending on the metapackage system-log-
daemon alternatively.

This cause that in every release upgrade the syslog-ng package is
removed from my machine.

And now the update manager said that it want to do a partial upgrade and in 
that upgrade it tried to remove the syslog-ng again.
(I think the reason for the partial upgrade is the docker.io package from the 
docker PPA)

This removing happened when I upgraded to lucid, to precise, to quantal
and to vervet too.
