The problem is because of file /etc/apache2/conf.d/phppgadmin.save that you
have created.
It prevents apache to start.
Apache must be properly set up before one can install phpphadmin.
Logs show:
Syntax error on line 10 of /etc/apache2/conf.d/phppgadmin.save:
The specified network mask is invalid.
