Public bug reported:

I performed a minimal x86_64 network install of Ubuntu 15.04 using the
encrypted LVM option.

When I boot the machine, I do not see a prompt to enter the decryption
passphrase.  Instead I see the usual black screen with a message that
systemd 219 is staring up and the boot process hangs.  When I type on
the keyboard, the characters are echoed back onto the screen.

I discovered that if I remove the "splash" option from the kernel boot
command line in grub, the prompt to enter the passphrase does appear.
So I have temporarily worked around this problem by removing "splash"
from /etc/default/grub and running update-grub.
