About patch in comment #8, a few things:
1 - Nothing provides /etc/whoopsie, who should be creating it?
2 - Disabling works fine, but enabling doesn't work:
2.1 - Whoopsie is not started when enabling 'app crashes and errors'
2.2 - Even after reboot, there is still a 'manual' entry at
/etc/init/whoopsie.override
