I don't consider that it's a bug, because in my case : my 1st SIM is for personnal use and always activated my 2nd SIM is for professionnal use and only activated when I'm at work.
At this moment, every worked day : (each morning before going to work) I just have to enter PIN in Network Menu of my professionnal SIM to activate it. (each afternoon after having worked) I switch to airplane mode then deactive it and I only set the PIN of my personnal SIM. It leaves my professionnal SIM offline. By this way, I don't have to reboot my phone every working day. I find it easy to use. That's why it would be better if a choice («Remember PIN») is available for each SIM in System Settings (Phone or Security).
