Ok I found out something. The Black background in Gnome Settings and any app you see be fixed by disabling overlay scroll-bars...
To Disable Overlay Open terminal and run this command: gsettings set com.canonical.desktop.interface scrollbar-mode normal If you want to get back overlay Scrollbars, enter this command: gsettings reset com.canonical.desktop.interface scrollbar-mode This must be done on a user by user basis to disable overlay.
