The bug I forwarded to Debian was closed (a while back actually) and was fixed in xwelltris 1.0.1-16 which is available on Ubuntu 14.10.
Though that that version still complains about ./data/welltris.scores, so I filed a follow-up bug for that one (https://bugs.debian.org/cgi- bin/bugreport.cgi?bug=756924). From what I could see highscores were still recorded and stored, so it doesn't look too severe. Since the bug has been fixed in a newer Ubuntu release, I'm closing this as fix released. However, this is a significant bug in Ubuntu. If you need a fix for the bug in previous versions of Ubuntu, please perform as much as possible of the SRU Procedure [1] to bring the need to a developer's attention. (I can help prepare a patch with the fix from 1.0.1-16.)
