This has fixed it for me. thank you for your help. I have tried it >10 times, and not seen the issue.
On some boots, the task bar can been seen with the front end loaded but with no menu or clock. In this state for 5 seconds. Then once the menu and clock appears, the screen is redrawn and the task bar disappears. I think this is timing issue (tbc) pinging before network up, so the sleep has been added back in, but now increased to 5 seconds.
