If you're seeing clashes all the time, you should manage that yourself by using separate accounts. If you're seeing this occasionally, then you probably want to kill the old connection. The IRC Helper plugin in the Purple Plugin Pack can do this on the FreeNode network. I don't think there's a bug here.
