Yes, it's correct to disable mode-switching when checking out the SCSI attributes. This is what usb_modeswitch sees when a phone/modem is plugged in. Then it has to determine if any action is required.
Bottom line: The dispatcher part of the usb_modeswitch Ubuntu fork has trouble reading the SCSI attributes, which are however present and readable. I have not seen problems like this with the original (upstream) package which is also used on Debian.
