Remove "transitional dummy packages":
libqca2-plugin-gnupg
libqca2-plugin-ossl

4) What happened instead
kdeconnect depends on them, so not removing the dummy packages

Proposed solution:
Update the /debian/control file by replacing these two packages with 
libqca2-plugins
