Public bug reported:

Please allow elpa through NEW.  Doing so will allow espresso
(5.1+dfsg-3) and cp2k (2.5.1-3) which build-depend on libelpa-dev to
build.  Aside from minor packaging changes, the only new feature in
espresso and cp2k is enabling ELPA support.
Elpa (2013.11.008-2) has been in Debian testing since 2014-10-09 and the
only bug filed against it so far is the Ubuntu FTBFS bug (#779827) filed
by me and fixed in elpa (2013.11.008-2ubuntu1).

Changelog entries since the current versions in Ubuntu:

espresso (5.1+dfsg-3) unstable; urgency=medium

  * debian/control (Build-Depends): Added libelpa-dev.
  * debian/rules (override_dh_auto_configure) New targets, enables ELPA
    configure flag.

cp2k (2.5.1-3) unstable; urgency=medium

  * debian/cp2k.links: Fix symlink (Closes: #749558).
  * debian/upstream: Moved to debian/upstream/metadata.
  * debian/cp2k-data.install: Added HFX_BASIS, BASIS_ZIJLSTRA and
    nm12_parameters.xml data files.
  * debian/control (Build-Depends): Added libelpa-dev.
  * debian/patches/makeflags.patch: Enable ELPA support.
  * debian/rules (override_dh_auto_test): Added QS/regtest-gpw-6-4 regtest for
    ELPA.
