Public bug reported: Please allow elpa through NEW. Doing so will allow espresso (5.1+dfsg-3) and cp2k (2.5.1-3) which build-depend on libelpa-dev to build. Aside from minor packaging changes, the only new feature in espresso and cp2k is enabling ELPA support.
Elpa (2013.11.008-2) has been in Debian testing since 2014-10-09 and the only bug filed against it so far is the Ubuntu FTBFS bug (#779827) filed by me and fixed in elpa (2013.11.008-2ubuntu1).
