Public bug reported:

When creating a new charm with python template, you get the environment ready 
to fetch and use charmhelpers modules.
However these modules are installed in 
/usr/local/lib/python2.7/dist-packages/charmhelpers which is not in default 
search path preventing provided services.py script to run
A bypass is to append the ' /usr/local/lib/python2.7/dist-packages/' to sys.path
