Original bug reporter Aere Greenway points out that I mis-observed. The behavior with Plymouth was already present even before I started troubleshooting, and I confirmed it with a fresh installation on a spare hard drive. I had forgotten about the Plymouth behavior while I was dealing with the bigger problem of the blank/black screen.
