Well, I tried a VOD Streaming with Wowza (sample.mp4 is used), and VLC 2.1.5 on Windows and VLC 2.2.0-rc2 on Ubuntu, no one can play fast forward. When I select Playback -> Speed -> Faster (or Slower) nothing happens. Log file is attached. I found the following error in the log file:
