Same problem here. The repeating message in DMESG output is:

Interestingly enough, all this re-enabling is increasing the interface
number:

$ rfkill list
...

        Soft blocked: yes
        Hard blocked: no
...

(wait a bit)
$ rfkill list
...
357: hci0: Bluetooth
        Soft blocked: yes
        Hard blocked: no
...
