Even without bitcoin(d), Armory is still useful on your offline computer to sign transactions from your online computer. So there is a use case involving the use of Armory without Bitcoin Core.
Thanks for linking the relevent Debian bug reports here. I was already aware of them, since I am the maintainer of armory in Debian, but they may be of interest to others. Armory will stay in Debian, but it will just be in Debian Sid for the foreseeable future, so it won't be in a stable release of Debian. This is the same way bitcoin is handled in Debian.
